This is the journal version of our earlier INFOCOM paper, in collaboration with Dr. Shiqiang Wang, Dr. Theodoros Salonidis, and Dr. Christian Makaya at IBM, Prof. Kin Leung and Tiffany Tuor at Imperial College, and Dr. Kevin Chan at ARL.
